The U.S. Department of Commerce and the U.S. Department of the Treasury administer and enforce the following export compliance laws and regulations:

  • Export Administration Regulations (EAR), 15.C.F.R. Parts 730 et seq., administered by the Department of Commerce
  • Foreign Assets Control Regulations and other related sanctions programs regulations, 31C.F.R. Parts 500 et seq., administered by the Department of the Treasury

ECCN

The Export Control Classification Number (ECCN) identifies the relevant category and paragraph of the Commerce Control List (CCL). The ECCN designates the level of control for an item.

Numecent products are typically classified under the following ECCN:

5D002(c.1) covers information security software “having the characteristics, or performing or simulating the functions of” hardware that is classified as 5A002. This software is an encryption item that is authorized for License Exception ENC under section 740.17(A) of the export administration regulations.
